EN 81-28 requires a permanently staffed two-way voice connection in every EU/UK lift, with a mandatory test call at least every three days. ASME A17.1 requires the same two-way emergency communication in every US elevator cab. AS 1735 sets an equivalent requirement in Australia. None of that has changed. What’s changed is the network underneath it: copper PSTN lines and older mobile networks that many lift and alarm emergency phones still depend on are being retired on published schedules across the EU, US and Australia.

A retired network doesn’t remove the compliance obligation, it removes the connection the system was relying on to meet it, turning a routine network change into an inspection-failure and liability risk.
